Expectation for Internet Infrastructure from Private Assistance for Disasters

Abstract

It is said that self-help, community-help and public-help are important for disaster response. Core activities for the assistance in Internet infrastructure are providing each disaster victim with internet connectivity by, for example, 00000JAPAN(see the material) (assistance for self-help) and supporting repair of networks of administration organs(assistance for public-help). However, in these days, private assistance groups are expanding the field of community-help then demand for assistance in infrastructure for this community-help is increasing.

On the other hand, there are cases that demand of IT from a disaster site and assistance from infrastructure providers are mis-matching. For example, hesitation to send data including personal information of disaster victims to the network of 00000JAPAN which is not encrypted, or difficulty in securing network connectivity and equipment at temporary assistance bases(for Disaster Volunteer Centre or bases of private assistance organisation) in the neighbourhood of the disaster affected area.

IT Disaster Assistance and Response Team(IT DART) is a non-profit Pro bono organization for providing IT useful for disaster assistance. In this session, we like to find "Missing Link" between private assistance groups and infrastructure providers, focusing on IT utilisation for community-help in the groups based on IT needs from disaster sites which is learned through activities of IT DART. We also like to have a discussion about expectation for the Internet from sites of disaster assistance and its current issues among the speakers who are  making an efforts on network infrastructure services at disaster and meeting attendees, then, think about how JANOG members, IT DART and private assistance group can cooperate to achieve highly leveraged assistance in disaster.
