network Neutrality

Abstract

Network neutrality has been discussed and examined in various parts of the world.

In Japan, principles and rules were discussed in the government's "Conference on Network Neutrality" more than 10 years ago, and various efforts have been undertaken. So far, there have been no major issues related to neutrality such as reducing the quality of specific traffic.

At JANOG, we have continued to discuss issues such as "Platform Services and the Internet" and "Zero Ratings and Management Responses".In 2018, a new study group on network neutrality was established, and the direction is being finalized as a report.

The new direction is to consider the user's rights to use the Internet and specific rules for ensuring network neutrality, based on the conventional thinking.

In this program, we will describe "Why Network Neutrality Is Important to the Internet and Society". It also clarifies the right to maintain it and explains why it is necessary to consider specific rules from the perspective of the parties concerned. In reviewing the rules, we will discuss how to put the rules in the ONE (first step) from ZERO, measures to be taken as an operator, and necessary preparations.
