Did the Internet in Japan really become more robust?

Abstract

At JANOG 28 held in July 2011, following the Great East Japan Earthquake that occurred on March 11 of the same year, we had a session of "Was the Internet in Japan really robust?".

The summary of the session was that the Internet just appeared to be robust by luck. There were still many challenges to make it truly robust.

Eight years have passed since then, and various disasters have occurred during that time. We will examine whether the issues raised in the previous session have been resolved.

We would like to share and discuss whether the distribution is sufficient not only in terms of hardware such as lines and data centers, but also in terms of software such as operation and personnel, and what is necessary for future preparation.
