Policy Issues Surrounding Video Streaming: Fair Contribution and Promotion of Local Content

Abstract

The popularity of video distribution is unstoppable.

ABEMA/World Cup in December 2022 and Amazon/WBC in March 2023 are still fresh in our minds, but the growth of the underlying video distribution service is expected to continue. And this trend is similar worldwide.
In South Korea, Europe, and the United States, there are two policy debates: fair contribution and promotion of local content for such rapidly growing video distribution services. As for the fair contribution, who bears the communication cost (which will ultimately be passed on to the consumer…), which was discussed at Janog49, “Netflix vs ISP lawsuit in South Korea and its impact” is a representative example. Local content promotion is a cultural policy that aims to increase the proportion of domestically produced works in the content provided.

In Japan, we don’t see much discussion about fair contribution and promotion of local content. Therefore, in this session, we will introduce the situation in each country to the participants and ask what Japan will do. In addition, we have also entered IGF2023, which will be held in Kyoto in October, with this theme.
